PARIS — France is headed for weeks or even months of political turmoil following a second-round vote on Sunday that left no single party or alliance in a position to form a majority on its own.
Tactical voting and cooperation between the parties that oppose Marine Le Pen’s National Rally kept the far right out of power — and ushered in a shock victory for the New Popular Front, a leftist alliance that includes the Socialists, Greens, Communists and Jean-Luc Mélenchon’s France Unbowed.
